Galway has more flat roofs than most of the country. The extensions behind 1970s and 1980s houses in Salthill, Renmore and Knocknacarra, plus dormers, garages and the felt or fibreglass decks over kitchens, are all flat or nearly flat. They are also the least insulated part of the average house, and they shed heat faster than a pitched roof of the same area. With the wet season arriving, autumn is the right time to sort the insulation before the rain and the heating bills bite.

Why Flat Roofs Lose More Heat

A flat roof has far less room for insulation than a pitched roof, so builders historically fitted very little. A typical 1980s Galway extension was finished with 50mm of mineral wool between the joists at best.

Atlantic weather makes it worse. Constant wind strips heat off the roof surface, and Galway's damp air carries far more moisture than drier inland air. That moisture migrates to the coldest point in the build-up, which on a poorly insulated flat roof is the underside of the deck or the top of the ceiling.

Warm Deck vs Cold Deck: The Difference That Matters

There are only two ways to insulate a flat roof, and the choice decides whether you get damp problems later.

A cold deck puts insulation between the joists or below them, leaving the deck and the covering cold. The void above the insulation has to be ventilated continuously, and in practice those vents get blocked by leaves, nests or later building work. Once ventilation stops, warm damp air condenses on the cold deck and the timbers rot from above, where nobody can see it.

A warm deck puts rigid PIR boards above the structural deck and below the waterproof membrane. The whole structure stays warm, so there is no cold surface for condensation to form on. This is what current specification expects, and it is the method we fit on Galway homes. The trade-off is height: you add 100 to 150mm to the build-up, which has to be closed neatly at verges, upstands and any door threshold.

What Flat Roof Insulation Costs in Galway

Insulation is rarely a standalone job. It is almost always fitted as part of a re-cover, because the old felt or fibreglass has to come off to reach the deck.

  • Warm deck upgrade added to a re-cover: roughly EUR 15 to EUR 40 per square metre on top of the covering price.
  • Full warm deck flat roof, installed: around EUR 120 to EUR 180 per square metre in 2026, depending on size, access and membrane type.
  • Small extension or garage roof under 20 sq m: typically EUR 2,500 to EUR 4,500 all in.
  • Fibreglass over a warm deck: usually the cheaper end of that range and the most common choice for Galway extensions.

Hitting the 0.20 U-Value

Building regulations call for a U-value of 0.20 W/m2K or better on a flat roof when it is renovated or replaced. That figure drives the board thickness. A 0.20 target normally means around 120mm of PIR, and more again where there are thermal bridges at the upstands or the joists themselves conduct heat out. SEAI Grants for Flat Roof Insulation

SEAI funds roof insulation as an energy measure, not as roof repair. Ceiling level insulation is grant aided by house type: EUR 2,000 for a detached house, EUR 1,500 for semi-detached or end of terrace, EUR 1,400 mid-terrace and EUR 1,100 for an apartment, with higher rates for qualifying first-time buyers. Rafter level insulation is the relevant measure where a flat roof covers a habitable room such as a converted garage or a room in roof, and that carries up to EUR 3,000.

Two conditions matter. The house must have been built before 2006, and the grant never covers the covering itself, so felt, fibreglass and structural work are yours to pay for. Approval has to be in place before work starts. Signs Your Flat Roof Insulation Has Failed

  • Rooms under the flat roof are noticeably colder than the rest of the house.
  • Damp patches, a musty smell or black mould on the ceiling, especially in a bathroom or back bedroom.
  • The ceiling feels spongy or the plaster has started to sag.
  • Heating bills have climbed with no change in how you use the house.
  • Old mineral wool visible through a hatch is thin, flattened or blackened.

Any of these point to a cold deck that has been leaking air or water for years. Once the deck has been wet long enough to soften, insulation alone will not fix it, and the timbers need replacing while the roof is open.
